I see nothing there to suggest a third elevator. I swear this debate increasingly reminds me of Star Wars fan discussions back around Phantom Menace when some folks insisted Palpatine is not really Darth Sidious.

If you look at Liaoning or Shandong, you will notice there are similar gaps on their portside to accommodate various functions, notably a tender boat. I would guess this here is a similar space.

Interesting. The Soviet/Russian navy almost uniquely retained large, 40-50 foot , ship’s harbor service boats onboard major warships. Most other navies have dispensed with large ship’s boats, relying on just 1-2 20-30 foot utility boats onboard even the largest warships. Most chores requiring large boats are have been reassigned to the harbor boat pool instead of ship’s own boats.

Did the Chinese retain the large ship’s boats onboard their larger warships?

Well, I agree with your conclusion. I have also found similar devices on other aircraft carriers.
