From my favorite radio station:
Its news bulletin says that the news about the permanent ceasefire came only from Poroshenko, as we know a usually unreliable source.
But it is still a recognition of the military defeat of Kiev.

Breaking news on BBC website:

Ukraine president's website updated to say he and Russia's President Putin agreed on 'mechanism' for ceasefire

So that means that Poroshenko agreed with Putin that he will talk with Donetsk?

An article in the Dutch newspaper Het Financiele Dagblad says that the trouble with sanctions is so damaging to the Euro zone economy that the interest rate of the ECB with be lowered from 0,15% to 0.05%, both ridiculous interest levels that are damaging to the structure of the European economy. But it is necessary for the credibility of the ECB. :)

No Russian media are making clear that there is no "ceasefire between Russia and Ukraine! as Russia is not a part of the conflict.
Russian support/agreement in the sense that they will "recommend" it to the Novorossiyans.

Novorossiya is saying, "nobody from Ukraine has yet spoken with us so we are not in ceasefire".

Ukraine will need to negotiate with Novorossiya and I suspect that the negotiations will be very tough.
I will guess that any settlement will have to include recognition of Novorossiya as a wholly autonomous region if not fully Independent and that other South Eastern Regions are free to hold referenda to determine their future as well.

The foreign affairs commentator of my favorite radio station just said he didn't know about the ceasefire but as it came from Poroshenko and that Poroshenko talked not long ago about a Russian armored colomn that had entered Ukraine and that had been destroyed .....

The credibility of Kiev has clearly been seriously damaged and that should ease the tension in Europe despite the presence of President Obama.

plot twist there is no ceasefire. this i believe is a neat little trick purported to demoralize ukraine and further undermine its political stability by exposing poroshenko's desire for peace under what was ostensibly "unacceptable terms". so before this "agreed on mechanism" even kicks in, we are likely to see a tidal wave of "betrayal" accusations portending to dislodge such engagements. poroshenko must be hating himself now for wanting to be the president.

Cassad said the separatists should not accept a truce now when victory on the southern front is not in the hand.
He suspects that Kiev is using the truce as a ploy to strengthen their defence line and prepare for another offensive just like the last time.

I am just listening to BBC Radio 4 news. It says that Putin proposed a peace plan while what he talked about was clearly a plan for a ceasefire. It also said the had asked the militia to stop its advance, which would be premature. Also that Yats was not interested. Who has ultimate authority in Kiev?
France said, according to BBC, it will not deliver the Mistrals, so it has found its foot to shoot into.
