I said reporting of asymptomatic case in the guideline.

Reread the paragraph, no where in the entire paragraph has the Chinese words asymptomatic (无症状).

Reread this line:

"核酸检测结果为阳性者,进行集中隔离管理或送至定点医院治疗,并按照规定进行网络直报。"

"Patients that are PCR tested positive, must be quarantined or hospitalized, and reported by rules."

You need to keep in mind that, according to the guidance, "patients that are PCR tested positive" include both symptomatic and asymptomatic cases.

I believe in science. If both South Korea and Hong Kong didn't have such low asymptomatic cases, then why should Shanghai stand out. Same thing with hospitalization and death, when the cases number are low then you can use extra resources to keep death low but there wouldn't be much of difference between Shanghai, Hong Kong and South Korea when cases are in high number.

Really?

Shanghai does comprehensive testing of everyone. What kind of testing is HK or SK doing? Of course you're not going to find many asymptomatics of you don't test everyone.

I question the narrative by 多维. As I already said, even if the recording existed, it does not support your allege that the Shanghai local authorities are giving up or trying to lax.

All these facts do not support your claim that Zhang and the Shanghai local authorities are most supportive (of living with the virus).

I never questioned any of these facts. I have been waiting for the evidence. I have seen none.
What evidence do you want? Zhang can advocate for living with covid. A local Shanghai government official can say living with covid is better. But do you think any of the Shanghai government would come out saying we want to live with covid and go against the central government. Even Hong Kong government isn't this dumb.

We just need to agree and disagree. I rest my case.

You could compare Shanghai with other provinces and cities with Omicron outbreaks a few weeks ago. You could also compare with Tianjin Omicron outbreak. Many of these provinces were designated high risk but Shanghai never did.

The newest guideline didn't specify reporting standards of asymptomatic cases. Shanghai is currently reporting both symptomatic and asymptomatic cases. I like many others found the ratio of asy/sy strange and different from other provinces. I have already explained what might have caused it. That's it.

Well that's the point. What they think privately is their business, so long as they carry out the policies.

Well then, what is the purpose of this designation, and whose authority is it to make such designations?

They failed to implement the central government policy. That is the problem.

The designation would flag people coming from high risk area such as Shanghai so other provinces and cities can put them into testing and quarantine.

The central government sets the guideline. Local government declared their area with high infection rate according to symptomatic cases.
