They're called that because they're from Shanghai, not that they gave Shanghai any special privileges.
Current wave started before Feb 25. More importantly, it is the fact that they brag about it on March 31 that is the problem.
How come they are taking so long to start the trials?
By the time these vaccines start the trial for Omicron, a new variant would come up. Many of these companies are waiting for the Chinese government to give the go ahead and some incentives. Otherwise, clinical trials are very costly.

Who's "they"? It's not the doctors publishing those articles. Somebody fucked up that's for sure, but that somebody is a desk jockey, not a health worker.
Shanghai still got plenty of special economic policies from Beijing. For example, Liujiazui was designated as a national level finance and trade zone in 1990. It's the only one so far.
Whoever wrote that piece is an idiot for sure regardless of when it happened.
But I find it troublesome that you blame it on the Shanghai local authorities in whole. Seriously you should not generalize faults or flaws of individuals as traits of a larger group. There are idiots everywhere.
If you think that it is ok that top Shanghai government officials, top administrators of two hospitals, many top doctors are all needed to be involved in such a trivial thing and that someone was instructed to write an article to brag about it, then I have nothing more to say.

It's because no other city is even close to compete with Shanghai in economic strength. The Shanghai clique did not create Shanghai. It's the other way around.
While there are reasons for Shanghai and the people of it to be disliked by others, but we have to be fair when placing the blame on them.
