The newest guideline didn't specify reporting standards of asymptomatic cases. Shanghai is currently reporting both symptomatic and asymptomatic cases. I like many others found the ratio of asy/sy strange and different from other provinces. I have already explained what might have caused it. That's it.
By your logic, the guidance does not specify how to report symptomatic cases either. What does that mean to you then?

Anyway, however the guidance specifies the rules on reporting, or even not, it does not support your claim that Shanghai is not truthful with their numbers.

They failed to implement the central government policy. That is the problem.

The designation would flag people coming from high risk area such as Shanghai so other provinces and cities can put them into testing and quarantine.

The central government sets the guideline. Local government declared their area with high infection rate according to symptomatic cases.

I think it's pretty clear from the beginning that Shanghai was trying something different toward COVID control. There is no possibility that they could do this without central government approval.

I read news today that our government is considering dropping mask mandate.

I don't when did it start but people in our city -- Phnom Penh -- seem to become a habit that they all wear mask when going out. On the street you can see people wearing mask almost 100%. Some people don't care to wear a helmet when riding motorcycle but they do have a mask on.

You made an extraordinary accusation, I expect you can back it up with extraordinary evidences.

A local Shanghai government official can say living with covid is better. But do you think any of the Shanghai government would come out saying we want to live with covid and go against the central government. Even Hong Kong government isn't this dumb.
So you don't have an irrefutable chain of evidence all the way to your allegation. I am afraid you don't have a case. The suspect, i.e. the local Shanghai authorities, must have the benefit of the doubt.

If speculation was allowed in the chain, I could even accuse that Xi was to give up because, after all, this "local Shanghai government official" is "within the system" and she has to take order from him, too. But would that make sense?

We just need to agree and disagree. I rest my case.

I would not want to further comment and refute other members' opinion. We just need to agree and disagree. I just want to say that the Hong Kong government is always very good at deniability. The western government and companies are also very good at deniability. But no matter how good you are at it, things would always catch up with you. Here is an article that really sum up how Shanghai failed it's people.

Calm yourselves. The central government has been monitoring every outbreak closely. It makes zero sense for Shanghai to be an exception. FYI, Shanghai has never enjoyed any kind of special political privilege like HK or even Shenzhen.

It's clear that the authorities wanted to see what would happen with a more lax approach, and had the measures in place to step on the brakes if things started going south.

The situation right now is actually much better than you guys are portraying it. First, the infection numbers are still extremely low for a city of 26 million people, and second, the severe cases count is only a tiny fraction of the already low infection count.

I remember that Zhongnanshan said a few months ago that China was going to start relaxing its measures when COVID death rate drops to flu levels. It looks like we're seeing this happen right now.

Don't get so hung up on the numbers, look at what those numbers mean.

There is a thing called Shanghai Clique...

Did you read that article fully? The medical incident happened on March 2nd, before the current wave.
