100% supportive of China's (current) sporadic lockdowns as children don't have vaccines, no booster is available, vaccination rate is still low, and Olympics hasn't even finished yet. Please do not misconstrue my arguments.

You say the reason it's not 0% is due to Vietnam stopping the entry of some engineers from China. If as you recommend China opened up and had more Covid-19 cases, do you think Vietnam would welcome more Chinese engineers -- or less?
The article says it is the Chinese Gov't refusing permission for Chinese engineers to go abroad. CHINESE are stopping Chinese engineers from going abroad.

If you bothered reading the article, instead of just the headline, you would learn, it is the Vietnamese gov't welcomes everyone, including fully vaccinated Taiwanese engineers from China to work in Vietnam. (See Below)

You are right, Chinese Gov't banning Chinese Engineers to fly abroad (by refusing to issue travel documents) is a
EXCELLENT STRATEGY at retaining manufacturing inside China. I totally agree.... even after pandemic is over, China should ban Chinese engineers from flying abroad and keep all the manufacturing knowledge inside China... It's like Taiwan's TSMC banning it's Taiwanese engineers from visiting China and getting poached by foreigners. This has nothing to do with '
superior pandemic handling' or containing COVID domestically, rather Chinese Gov't banning Chinese engineers from flying abroad to help their Vietnamese colleagues. Please read the full article and original Nikkei source.
