It is requirements that different. Aerospace engineers who work in this level of project are not like software engineers that can jump around. current sanctions may make it CR929 practically redundant for Russian perspective. as they have to concentrate on other projects that are more pressing.
Projects like ARJ21/C919 would not have met Russian requirement even 15 years ago like SSJ-R/MS21. they want design that are more upgradable and flexible. 4500 range and 6300 km are baseline ranges for these aircrafts.
Russians have worked with these firms and know most of there practices but it does not mean much for designing certifying whole thing from ground up.

The fact is that China signed Russia as a partner for the C929. That is the real world. Whatever you are talking about is your own imaginary world because it did not happen, but you think it will happen. You can craft whatever you want in your own world but the real world is not influenced by you but decided by Chinese and Russian leaders, and they say that China and Russia are allies in this project (and more). You may continue your fantasy but the real world moves in the other direction.
