Why don't the Chinese gov just ban H20,if they don't want Chinese companies to use it?

Aside from geopolitical niceties, sustaining, but limiting market demand for the H20 keeps the door open with Nvidia, and moreover creates windows for monitoring and influencing Nvidia's business activities both domestically and globally.

There was that US senator? I think that wanted to pass a bill? to add some 'downgrading,tracking,disabling' functionality to nvidia's cards.
So yeah agreed.
I do wonder if trump has tried to offer them ASML's machines in the meantime too in the various deal negotiations

The EUV prototype machine will likely begin acceptance testing around September (possibly at the national level). The acceptance process will likely extend beyond a month.
The initial production capacity of the current EUV production line is only about 1/8-1/10 that of comparable TSMC lines. Plans aim to increase capacity to half within 1-1.5 years (this refers to throughput capacity, not yield rates). Afterward, it will enter industrial pilot production.
The current phase can be understood as equivalent to the flight testing phase in aircraft development (which typically lasts 4-6 years). This will be followed by small-scale initial production ("Block 1") before achieving true mass production

It is reported that major companies such as Alibaba and ByteDance need to explain the reasons for purchasing Nvidia H20 chips to regulatory agencies such as the Ministry of Industry and Information Technology!

Is there any reason beside domestic chips is not as advanced as NVIDIA chips yet? I believe Alibaba and ByteDance or Deepseek would love buy a domestic alternarive if they are as good as NVIDIA, not to mention CUDA is basically what run AI nowadays.
