I think ArF immersion lithography is done in a inert atmosphere.

因此光刻机内部,特别是投影物镜内部会进行密封,充上缓慢流动的氮气。而光刻投影物镜外部为大气,
Right. ArF 193nm light reacts with oxygen in the air, so the projection lens is filled with nitrogen or some other inert gas.

This Samsung news, along with Intel (invisible hand of the government..) for sure securing American-based orders means only one thing:

Another great US harvesting season has just started
Only winner is TSMC and SMIC and harvesting TSMC failed Big time, It seems that American consumer ( corporation) prefer Chinese Milktea instead of Kimchi....lol

The question is will TSMC continue investing in their Arizona FAB or just maintain the current low rate production for US based customer. Their 5nm tech node is in high demand, whether you believed the propaganda that their Arizona FAB produced higher yields than in Taiwan, will the demand hold or collapse due to oversupply and economic downturn?

TSMC Arizona fab delivers 4% more yield than comparable facilities in Taiwan. TSMC will soon have a fully operational fab in Arizona that delivers the same quality and efficiency as its Taiwan factories.

There are no customers for Samsung < 7nm, almost complete 0
"Weaker than expected volumes from Chinese customers..." - really means "US Sanctions fxxxked us"
The biggest customers for these cutting edge nodes are AMD, nVidia, QCOM, and Apple, all are TMSC.
The world is approach the ideal case where China controls all semiconductor production.
We're just not yet at the stage where the west realize PLA has the last say in who TSMC can do business with.

Honestly I wonder how much success that Samsung gets is just due to this guy from TSMC training them. Now he's with SMIC, they are on their own and probably don't know how to stand on their own long term.

Unrelated but you are already seeing this in ice speed skating. It used to be korea's thing but China is eating into it because both Korean coaches AND players are deflecting to China for better pay.

He is 72 years old right now BUT he had sowed the seed, we will see multiple Liang Mong Song in my lifetime as his team had already finished the development of 3nm tech node, that will be his last baby and his legacy.

Nov 1 (Reuters) - The U.S. said on Friday it imposed a $500,000 penalty on New York-based GlobalFoundries (GFS.O), the world's third-largest contract chipmaker, for shipping chips without authorization to an affiliate of blacklisted Chinese chipmaker SMIC.
In a statement, the Commerce Department said GlobalFoundries sent 74 shipments worth $17.1 million to SJ Semiconductor, an affiliate of SMIC, without seeking a license.
