I’ve personally met Alex Padilla before when I was in D.C. This letter from him and Zoe Lofgren carry substantial weight IMO. I think they’re getting pretty concerned the sanctions on China are backfiring.
In their August letter, Padilla and Lofgren stressed that they were not asking Biden to roll back restrictions on China, but simply opposed the imposition of rules "with questionable national-security benefits" when allies do not follow suit.
"We urge you to use all forms of leverage available to the U.S. government to bring our allies along in aligning their export controls with ours," they wrote”

Huahai Qingke plans to invest 1.698 billion yuan to build the Shanghai integrated circuit equipment R&D and manufacturing base project​


Huahai Qingke recently announced that based on the needs of business development and to accelerate capacity planning and industrial layout, the company plans to invest in the construction of the "Shanghai Integrated Circuit Equipment R&D and Manufacturing Base Project" in the Lingang New Area of the Shanghai Pilot Free Trade Zone to carry out the R&D, production and sales of integrated circuit special equipment. The total investment amount of the project will not exceed 1.698 billion yuan, and the construction period will be 24 months.
The company said that the global semiconductor market is generally showing a recovery trend. With the continued recovery of the consumer electronics market and the accelerated implementation of artificial intelligence (AI) applications, the industry is gradually moving out of the bottom of the boom and is expected to usher in a new round of growth cycle. In order to fully grasp the development opportunities of the semiconductor equipment market, the company needs to proactively expand its production capacity to meet the rapidly growing market demand.
The announcement believes that under the current global trade environment and the country's strategic inclination, there is an urgent need for localization of semiconductor equipment, which also brings opportunities for local semiconductor equipment manufacturers. Total investment of 5 billion! Perovskite/photovoltaic/lithium battery/semiconductor equipment manufacturing base project signed​


Recently, Zhongshan City held the 2024 Global Investment Promotion Conference, where more than 30 key projects were signed. It is reported that Cuiheng New District signed 15 projects at the conference, including 3 projects with an investment of more than 5 billion yuan and 7 projects with an investment of more than 1 billion yuan, with a total investment of 32 billion yuan. Among them, the GCL New Energy Equipment Manufacturing Base Project and the Mingyang Modern Energy High-end Equipment Technology Park Project were signed with Cuiheng New District, with a total investment of more than 15 billion yuan.

270 billion yuan! Lingang New Area "Oriental Chip Port" has signed 174 integrated circuit projects.​


According to Shanghai Lingang, integrated circuits are the leading industry with the largest investment scale, the highest industrial concentration, and the fastest output value growth in the Lingang New Area. The industry scale is expected to exceed 40 billion yuan in 2024 from less than 1 billion yuan in 2019, and the total industry scale target in the next three years is to strive to achieve 80 billion yuan. Since the listing of "Oriental Chip Port", 174 integrated circuit projects have been signed, with a total contractual investment of more than 270 billion yuan , covering various fields such as chip design, manufacturing, materials, equipment, packaging and testing, and core components. At present, there are more than 300 integrated circuit companies of various types in the area. Random phase plate designed by the genetic algorithm for decoherence in energy homogenization units of a photolithography illumination system.​

Abstract​


The microlens array (MLA) is used in the flexible pupil shaping module of lithography illumination system for energy balance. However, the coherence of the light source can lead to interference patterns. Most of the decoherence methods are restricted for the pulse laser and the scanning exposure application. To solve this issue, a specific random phase plate (RPP) is designed to eliminate the interference patterns caused by the coherence of the light source. The model of partially coherent light propagation in the MLAs homogeneous system is established based on the mutual intensity theory, and the genetic algorithm is introduced to design a high-performance RPP. The corresponding measurement device is constructed, and the intensity of the image plane light field is measured. Experiment results indicate that the intensity integral non-uniformity is 32.14% in the x-direction and 66.04% in the y-direction without the RPP, and the intensity integral non-uniformity is 22.95% in the x-direction and 19.18% in the y-direction with the RPP, which verifies the feasibility of the proposed method.
