Are you implying Huawei should be fine because parts are well sourced?
It was a less then year ago that Huawei could still order chips at TSMC, until the US changed the rules and forced TSMC to swallow that bitter pill. Huawei did sourced their parts quiet well and find replacement antennas and other components quiet fast in the start of the tech war.

Could China prepare better maybe and they did but it never really got anywhere far from what i could gather. Mostly because Chinese big tech had access to TSMC as a fab. At the end of the day its software that makes money not the high end of the hardware.

Huawei can get very far with software just look at the google pixel phones, mid range hardware but super optimized software. Some companies can just extract more from the same resources then others, you see it mostly in US game industries. What some of those game studios can get out of those game consoles is just absurd.

I'm aware but rad-hard is the most salient to the military and even if we assume standard analog/logic/etc; corporates do due diligence. Every US corporate with trade compliance depts (i.e., all of them that export) know to not ship to the PLA.
Do you even know the usage of rad hard?

Why they need those for military systems using only on earth?
So the pure military IC stuff (rad-hard) straight up isn't allowed for export, more specific DACs/MMICs are tightly controlled and no matter what else it is, it's not allowed for export to the Chinese military and every US corporate is aware of it and every US corporate has good due diligence on the issue. There aren't US chips being used in PLA weapon systems.
