Techinsights has done a teardown on that new laptop from Huawei with the Kirin 9006C 5nm chip, confirming its old stock.

In the latest teardown, TechInsights discovered a Kirin 9006C processor fabricated via TSMC’s 5nm method, which was assembled and packaged around the third quarter of 2020. Industry experts had previously speculated that SMIC achieved that milestone by developing workarounds to US sanctions, which would have marked a second technological triumph for the Chinese national champion in the span of months.

Why keep these chips for so many years? Why release now, is it part of a bigger plan or just a one off thing.
There was nothing mysterious about it. They revived some of the suspended projects (a laptop for this case) after the survival of the company was guaranteed. The chips stocked for the laptop were finally used.

Why didn't they use these chips for their phones? Could they have used these chips now in laptops because they are on the cusp of a breakthrough in 5nm tech and are confident they can supply the market with their own 5nm chips in the very near future?

One thing is certain, Hawaii has the capability to surprise on the upside.

My guess is that,Huawei didn't have enough peripheral chips such as (PMIC or RF) in stock,and couldn't secure them from domestic source either few years ago. After all,you cannot make a product with just SOC only.

Now they are able to secure these peripheral chips from domestic suppliers,so they integrate them with stockpile SOC from TSMC,and release the product

Laptop chip designs are optimized differently than smartphone chip designs.

Wholly different applications, wholly different requirements.
