3 DUVs out of how many orders? Out of 12, 36, 100 unit orders in last month/quarter/year by NXT:2100i/2050i/2000i/1980Di? Journalists shouldn't just regurgitate what they hear without putting into context, otherwise it's clickbait headlines. This is missing the context.
The US typically just threatens foreign companies with freezing their dollar denominated transactions and US assets. I wouldn't be surprised if they did the same to ASML.
Personally, it's more likely the US gov't offered a higher price, 2X-3X to get it diverted to Intel or GF instead. If they were to exercise the financial nuclear option, it would be for more than just 3 units of DUV and not at the last week of 2023...

Shen Bo said that global sales are expected to grow by 30% this year, and ASML’s installed capacity of photolithography machines and measurement machines in China is close to 1,400. By the end of 2025, the production capacity of DUV equipment is planned to reach 600 units

US probably pressured the dutch government. Dutch government revoked some of the licenses from ASML.

"A license for the shipment of NXT:2050i and NXT:2100i lithography systems in 2023 has recently been partially revoked by the Dutch government, impacting a small number of customers in China," the company said.

A license for the shipment of NXT:2050i and NXT:2100i lithography systems in 2023 has recently been partially revoked by the Dutch government, impacting a small number of customers in China.

We do not expect the current revocation of our export license or the latest U.S. export control restrictions to have a material impact on our financial outlook for 2023.

In recent discussions with the US government, ASML has obtained further clarification of the scope and impact of the US export control regulations. The latest US export rules (published October 17, 2023) impose restrictions on certain mid critical DUV immersion lithography systems for a limited number of advanced production facilities.

ASML is fully committed to comply with all applicable laws and regulations including export control legislation in the countries in which we operate.

Why not NXT 2000i? because the Chinese had an analogous equipment in SSA800A.

In 1 to 2 years they will unblock the restriction as the Chinese will introduced a comparable equipment in the form of the Mythical SSA900.

So whose the loser from all of this?

Well I know it won't be the Chinese, as the restriction will only spur their development with vigor. You can sense the calmness and confidence as they already anticipate their opponent moves. (I already sense and eagerly awaits that SMEE will be given the authority to official announce the launching of SSA800A).

The Dutch? in the short term NO ( 3 years) BUT in the medium and long term a definitely YES.

And The American? all their Kung FU moves score a big "L" so nothing is new. ;)

I am surprised that they didn't block nxt 2000i. According to hvpc, this is capable of 7nm.

ASML had a large business presence in the Mainland so they have an insight of what is actually happening. They're in a fix, they actually told the American that they will comply on a certain equipment as they know that they still have a window for both NXT 2050i and 2100i. Let's see if SMEE can actually produce enough SSA800A to bent the sales of NXT 2000i, IF they do, it will certainly will force ASML to rescind the ban Citing that the economic condition is not conducive for such action.

In my opinion, TSMC and ASML are counting on SMIC and SMEE to save them from their current predicament citing the latter comparative advantage to force their gov't to unblock the restriction, IF the American allowed it. ;)
