I can't read Chinese, but I can use google translator. There is no mention of "delivered" in the translated document.
It is not an official announcement by SMEE but from a shareholder:
Zhangjiang Group is the fourth largest shareholder of Shanghai Microelectronics. After the news broke, Zhangjiang Group's share price soared 8%.
and it seems the original article was later edited and revised by the author
However, Zhangjiang Group later revised the article. The current article removed the statement about 28 nanometers and changed it to: "As the only domestic company that masters lithography machine technology, Shanghai Microelectronics is committed to developing advanced lithography machines.”
Sorry, I don't want to downplay your post. Everybody here is waiting for this news, and because it is very sensible and very important great care should be taken to filter out noise and rumors from official or at least very clear announcements.
BTW it is also very possible that SMEE will not announce anything. For instance I expect exactly this: SMEE or equivalent officials will not announce the machine until is in full production, and IMHO until SMEE production capacity will not be ramped up. It's quite useless to provoke a harsh reaction from US if you are able to produce only a handful of machines per year. This would be only harmful pride.
