Lots of companies can manufacture DRAM and Flash. Most of the foundries can do it. But these are older types of DRAM and planar Flash.
To be able to compete against the main DRAM and Flash vendors on price and volume requires dedicated facilities. And 3D-NAND is its own thing really.

Further Dutch restrictions on chip technology exports will damage trade relations between China and the Netherlands and repercussions will follow, the Chinese ambassador to the Netherlands has warned.

Linking the restrictions directly to pressure from the US, Tan said the restrictions were in contravention of international trade rules. ‘If the Netherlands goes through with this it will have a negative effect on our economic cooperation and relations,’ he warned, adding that ‘there may be no love lost between us but we do need each other.’

And he stressed that he hoped the Netherlands would not press ahead with the export ban. ‘China will not put up with everything,’ he said. ‘If damage is done we shall take action to protect ourselves. I will not speculate about that we will do but we will not not leave it at harsh words alone.’

There could always be a fly in the ointment but - knock on wood - everything seems to be going very well. I was skeptical of @WTAN's view that SSMB was in the running for 2025, and once again he's proved right. The optics and workpiece are also progressing very well.

The only question mark seems to be whether the photomasks will be ready in time, but there China has a strong trump card to play. Japan almost entirely monopolizes this industry, but I'll bet a lot of their precursors come from China so there's potential for "offers that can't be refused." If China doesn't get the EUV photomasks, Japan doesn't get the precursors.

What are the "precursors" for photomask that only come from China ?

Netherlands puts servicing of chipmaking tools in China under review​

The Netherlands is considering whether to allow maintenance of Dutch-made machines that are exported to China to make advanced semiconductors, despite a ban announced this week on sending new models.
Liesje Schreinemacher, the trade minister, told journalists she had not yet decided on whether to permit servicing and replacement parts for existing machines after the clampdown on exports designed to restrict Chinese access to the most powerful chips.

Even if the Japanese are willing to support China’s EUV reticle needs, they have absolutely zero experience to-date with making HVM EUV reticles.

And if we have to go at this alone then there's the bottleneck with the multibeam reticle writer tool. Yet another critical equipment that China would need to build-up.

These restrictions and blacklistings have been coming one after another for far too long without much retaliation from China. China will have to retaliate otherwise keeping quiet and inaction will be taken as a signal for the U.S. and these collaborators to smile and cook up even more restrictions down the road.
