Guowang Optics has newly established a Shanghai subsidiary, and the person in charge has undertaken the 02 special lithography machine lighting system project​


According to WeChat news, the Tianyancha APP page shows that Beijing Guowang Optical Technology Co., Ltd., which undertakes the important task of industrializing the exposure optical system of my country's lithography machine, recently registered and established a wholly-owned subsidiary Shanghai Leiwang Optical Technology Co., Ltd. in Shanghai. The registered capital 180 million yuan, the business scope includes mechanical equipment research and development, etc. The company's legal representative is Huang Huijie.

According to public information, Huang Huijie was a member of the Party Committee of the Shanghai Institute of Optics and Fine Mechanics, Chinese Academy of Sciences, and served as the head of the 02 special lighting system project.

Guowang Optical is currently promoting the construction of its R&D and production base in Beijing Economic and Technological Development Zone. It is expected that after it is put into operation in 2023, it will have 350/280nm nodes, 90/110nm nodes, 28nm and below nodes for extremely large-scale IC manufacturing projection lithography The research and development, design and mass production supply capacity of machine exposure optical system products. Head of Export Control & Sanctions Compliance China​


Export Control & Sanctions Compliance
You implement policies and procedures in all entities in China to safeguard compliance with ASML’s Global Export Control & Sanctions Strategy, you manage adherence to these policies and procedures, in order to assure compliance with dual-use export control laws and regulations of the jurisdictions to which ASML with its business dealings are subjected to. This includes:
1. Monitor development of Export Control & Sanction regulations in China as well as of the international regulations applicable to ASML.
2. Maintain and improve Internal Compliance Plans in China and potential other regions / sites in your area of responsibility
3. Maintain and improve the ExportControl Framework, execute and monitor controls in China necessary to ensure compliance
4. Pro-actively advise local management on Export Control & Sanctions topics
5. Coordinate the Export Control & Sanctions aspects of Chinese business cases with the central Export Control function, monitor progress of the approval process and ensure correct and consistent implementation of Export Control & Sanctions requirements
6. Prepare and submit export license applications, ensure timely license reporting and engage with the licensing authorities where and when necessary
7. Responsible for maintaining licenses in our compliance tool, SAP Global Trade Services (GTS)
8. Provide guidance to stakeholders on Sanctioned Party List (SPL) and legal control related blocks in SAP GTS / Oracle
9. Assess and follow-up on End-use Statement requirements with involved stakeholders
10. Stimulate and establish good working relationships at different levels with relevant departments within ASML by giving trainings and participating in departmental meetings that contribute to increasing awareness and compliance
11. Perform periodic risk assessments including reviews of the impact of new regulations
12. Contribute to periodic reporting on export controls & sanctions to senior management
13. Participating in reviews of export control or sanctions related incidents

Risk Mitigation Export Controls & Sanctions
You also implement policies to pro-actively manage risk identification for Export Controls & Sanctions and mitigate such risk through knowledge of the business facts in combination with the export control laws and regulations in the jurisdictions ASML operates in, and advice and convince the business to adopt the proposed mitigating measures. You maintain and improve the implementation of the framework of controls (Export control framework) that ASML uses to manage and mitigate risks.

Stakeholder Management
Together with the team you ensure open and transparent relationships with licensing and enforcement authorities in the jurisdictions in which ASML operates. This includes supporting ASML in governmental audits.
You will also establish a strong relationship with ASML employees to ensure cooperation and assistance in the successful implementation of export control related (initiated) projects. You will provide advice on export control risks and controls/measures, and if required, will work closely with external advisors.

Advocacy
You also represent ASML externally in interest groups, peer meetings and government bodies in China . Through direct persuasion or through business interest organizations, you attempt to influence the actions, policies, or decisions of relevant officials, legislators or members of licensing agencies in written or oral communications.

Looks more like FUD campaign of part of ASML to discredit what could be competition.

I don't think it's FUD campaign.
This is the reality. Chinese companies were willing (and had paid) ASML properly before sanctions.
Now they are being cut off.
You do what you need to do to survive. Playing these "IP Morality" games is pointless.

Look up any article, as China's economy improves, Chinese companies are more than willing to pay for technology licensing and acquisition through proper channels. Simply put, they know if they want to export their goods at scale, then they need to have t's crossed and i's dotted or they will be sued.

Whatever the IP situation is, ASML could be interested in creating FUD to scare potential costumers from that company and create reputational damage, therefore damaging the competition before even started and even if they create their IP from zero.

Tinfoil hat : the target of this publication isn't necessarily China but the Netherland. Won't be surprised if US tries to alstom'ed ASML or move it from the Dutch.

I would be really surprised if US succeeds in moving / buying ASML out of Holland and actually out of Europe. Biggest suppliers of ASML are German companies (Zeiss for optic, Trumpf for laser) and hundreds of other very high-end Europe medium and small niche firms. ASML is a kind of integrator of the best of the best of Europe technology. We really can't allow US to take it.

BTW I guess this is the concept that ASML CEO wanted to explain when he infamously said that even with blueprints in hand China would need many years to localize EUV.
