The meeting ended without an immediate resolution, and that left hawks in Washington dissatisfied. “No update to the SMIC licensing policy is a major mistake,’’ Michael McCaul, the lead Republican of the U.S. House Foreign Affairs Committee, said in a statement. “We cannot let the interests of one industry segment result in the Chinese military being able to make its own semiconductors.”

At the end they decided not to ban, for the moment, SMIC out of US equipment, and I found interesting one of the reasons: "Executives from the U.S. companies argue that it would be safer to install their equipment in Chinese factories because the software could allow them to monitor what the chipmakers are doing."

I guess the software allows also to control remotely, not only to "monitor". Maybe @hvpc that has worked with these machines could confirm?

If this is the case, what they not report, but maybe was discussed, is that US equipment firms possible stated that they can block SMIC at any time, and this maybe was a good argumentation for them to win this round against the administration's hawks....

....of course the ban on SMIC is a clear sword of Damocles, it can happen at any time.

SEMI: The semiconductor material market in mainland China reached US$11.93 billion last year, a year-on-year increase of 21.9%​


Total wafer fabrication materials and packaging materials revenues in 2021 will be $40.4 billion and $23.9 billion, respectively, up 15.5% and 16.5% year over year. Silicon, wet chemicals, CMP, and photomasks showed the strongest growth in the wafer fabrication materials market, while the packaging materials market growth was primarily driven by organic substrates, leads, and bond wires.

Among them, the market for semiconductor materials in mainland China in 2021 will be approximately US$11.93 billion, a year-on-year increase of 21.9%.

@tokenanalyst bro @weig2000 once posted SMIC 2 prong approach strategy, using ASML to produce and research 14nm and 7nm (the project is a success and completed) while indigenizing the 28nm and 14nm line. Now I trust @weig2000 and it was supported by Totaltele article below.

indeed most advanced WFE have remote access capability to allow servicing or diagnosis of system. But no all fab customers allow us to enable this function.

SMIC is not sanctioned from buying DUV immersion systems for 28nm or 14nm.

could you kindly explain why you believe otherwise?

true, but it could change instantly by some crazy people. SMIC has to assume that it will get sanction, you are talking $10B+ investment!, who would want to risk it
