Why don't they just hold onto it? Why are they so determined to get rid of such a valuable piece of property?
It's valuable only to gatekeep and act as an IP wall to stop newcomers and competitors. It isn't all that valuable as an actual business. ARM profit is just a few hundred million per year which is tiny compared to the volume.

The value is on the IP. Which is also why Softbank's plans to have an IPO for ARM might be problematic for it because it would have to specify if they own the IP in China as well

Good thing that MSS did its magic and stole ARM China from it

Yes (the joint venture called Arm China), there were quite a lot of shenanigans involved

The "certain disputes" refer to the fact that Allen Wu rejected Arm China board's vote to fire him in 2020. Seemingly under the cover of Chinese law, Allen Wu has managed to remain in control of the joint venture, leading him to keep both the company seal and dismiss employees with no feedback from Arm's headquarters.
Arm China has also doubled down on developing technology more in-line with China's specific requirements – although that was a part of the business strategy for the venture all along.
