If the Americans really had the capability to poison high-level Chinese officials with deadly pathogens and get away with it, why would they risk this capability being uncovered on a relatively inconsequential diplomat? Don't you think they would go at someone who plays a really important role in national development/security, like He LiFeng or Zhang YouXia? Then it might actually be worth the risk.

Not that I'm subscribing to conspiracy theories about Americans poisoning Qin Gang, but your specific argument is bad. This is because the US has a long history of making ambassadors to US or UN die mysteriously. Unlike the other CPC officials you mentioned, Qin Gang was in US for 2 years, which makes it more possible that the US could have done something to him.
for sure qin gang was dismissed due to disciplinary/security issue. if he had to step down for health reasons the media would have just said so, much less controversial than to remove the guy with no explanations. no need to read too much into it, officials of all posts get caught committing all sorts of crazy infractions and crimes all the time.
AFAIK, state councilors can only be elected/removed by the full NPC, which meets only once per year (usually in March). So the fact that Qin Gang kept the state councilor title is not indicative of anything.
Also, in cases of disciplinary problems, party discipline usually comes well after the removal from office. For example, in the recent case of , he was removed from office in August 2021 but was only expelled from the party in January 2022.

So what is under question is just how severe the complications are, not anything else.
