Just because they can and did not, does not mean much. They tend to suspend, then discipline much later.
If it was a serious and confirmed disciplinary/criminal issue, he would have been removed from all posts that are procedurally possible instead of just the lower ranking post of minister while keeping the higher ranking post of state councilor.

This article shows Indians still want to take Tibet. China should never let its guard down.

I've been seeing more and more Hua ChunYing photos with foreign delegates, do you guys think its likely she'll be next foreign minister?
Why does India covet Tibet? At what point did India ever had Tibet as one of it's kingdoms and or territory? I am quite puzzled by their greed and expansionist ambition towards China's Tibet.

You're using normal logic, not Jai Hind logic to analyze this :p

It's more or less something along the lines of, Tibet is nearby and has been influenced by buddhism (which originated from India) for hundreds of years, therefore Akhand Bharat. India has a very poor documentation of its past, a lot of history is derived from outside sources (e.g., Arab and Chinese). Instead of researching outside sources, they prefer to make up their own history, hence the Jai Hind logic.
