IMO Hu Chunhua will hold the next premiership.

Every Premier used to be a Vice Premier from the previous administration, a tradition for the last 70 years. If Xi really wants his guy to take premiership, then why didn't he put Li Qiang to VP in 19th Congress?

Which isn't strictly a pre-requisite if the possibility exists that Xi's actually grooming Li Qiang as his successor instead of Premier, in which case it doesn't even require one to have held a State Council position. Xi certainly didn't when he became Vice President.
