In some ways I say yes, especially in games. In some ways no because there is an over reliance in bad CGI and power fantasies. Japan's over reliance in Isekai anime however doesn't look too good for them.
China has a lot of good novels that can be made for animation. On the other hand, Japan has run out of idea and plots for new anime. The future is with China.

Puahahahaha. Anime hegemony???? I have never in my life seen such a powerful word get gimped so badly. LOLOL Hey, my grandma has sweater-knitting hegemony; my grandad, marathon smoking hegemony! My cousin used to have fat-as-f--k hegemony before it turned into diabetes hegemony at which point he started exercising and making veggie protein smoothies so now he has health smoothie hegemony!

Current Chinese animation outputs are heavily based on wuxia settings (nothing wrong with that, I would say it's the selling point of donghua) with runner ups being romance or comedy based. Too bad power fantasies sell well with the target audience. 95% of Isekais are just sub-genres of power fantasies anyways.

I would say that China should not give up on CGI(as i think it's one of their selling points) but continue to improve on it and synergize it better with improved base animations and expand their voice acting.

No need to rock the boat too much on story settings or themes yet. Action, fantasy, romance and comedy are all staples and Japan should not have a monopoly on these especially in China in terms of animation.
