This is correct. There is a reason China constructs island bases while the US conducts FONOPs and it has nothing to do with principles of sovereignty or anything like that. It's because that's how they advance their respective positions in the region. The actions you take to change the status quo are different from the actions you take to freeze it.

China can do it, but why should they? FONOP is a joke, why copy bad strategy of opponents?

In my opinion China should shake the status quo, but in a way better than FONOP. They can start with asserting soverignty in disputed territory.
