We know the good intentions of ALL Military Personnel & Veterans wanting see reasons. I had a friend a PLA Senior Colonel and Military Attaché (in Singapore) representing the Army, Navy & AirForce. He was a good diplomat and I enjoyed speaking to him on occasions when I attended functions. I also met US Defence Attaches during such occasions. I supposed they were Diplomats and therefore reasonable in their views and never antagonistic. I always stressed the importance of Military Diplomacy to my Singapore Navy Officers at the Command & Staff College, when I used to be invited as a guest speaker. As War & Hostilities Veterans we understand the importance having cool heads. Be it as it may, I find Sino-Defence Forum very interesting & important to all contributors - no harm or ill-intent if some of us on occasions get carried away. God bless ALL of us whether Christians (this Sunday we celebrate Christ’s Resurrection), other religions or even non-believers.

: China approves 2 new districts in Sansha City, Hainan. Xisha District, with government in Yongxing Island, will administer the Xisha and Zhongsha islands and waters; Nansha District, with government in Yongshu Isles, will administer the Nansha Islands and waters.

What it mean is that Yongshu has completed the building process and now can support a fair number of civilian with all the amenities like Hospital, school, sewage and water treatment facilities, civilian communication, vegetable green house etc. just like Yongxing
Yongshu has found a sweet clean water source from the sea nearby. Now if they can found gas source then it will be self sufficient.
They should build fishing facilities at least cold storage,fuel depot and dormitories for fisherman, repair facilities They already have big harbor

some time ago, somewhere in this forum, I've heard of the plan to pull a nuclear power plant afloat to that area; what's the status now?

They are building it But it take sometime before it is finish
Chinese papers revealed last year that a prototype was already on trial off the coast of east China’s Shandong province. The Shandong-based Qilu Evening News reported in November that the first floating nuclear power platform would cost 14 billion yuan (US$2.1 billion) and would become seaworthy and be commissioned in 2021.

Building a nuclear reactor in the South China Sea is a dangerous undertaking, and most countries in South-East Asia will be unhappy. Enough said about serious problems at Fukushima & Chernobyl melt downs. I believe that most countries are wary about the building of nuclear reactors, regardless of claims of safety & expertise of the builder of whatever country it maybe.

Looking at the brighter side, it could as well be free power for nearby Filipino and Vietnamese installations.

China apparently plans to finish what it started rather belatedly in SCS. Other belligerents can hardly complain about tables being turned against them. It was their collective behavior in bad faith that all led to this, despite the repeated insistence on their innocence and on some not-so-perfect international laws with loopholes big enough to fit in 10 Everest stacked up high and another 10 laid lengthwise long, which some major western powers used or, rather, abused with a straight face without even batting an eyelid when it fits them.
This is the new normal. Whatever other belligerents wish otherwise to be true is long gone and buried, however pretty and sanitized the narrative is.

Fukushima nuclear meltdown is caused by Tsunami But the floating nuclear plant has their own power and easily moved away from the islet and into the wider ocean where it will ride out the wave
Chernobyl accident is due to ancient design and improper maintenance and operation of the plant
Modern nuclear power plant has a good safety record actually. china has extensive experience in building small nuclear power plant for the submarine program

For my education, what is the difference between a ship with a built in nuclear power plant versus a nuclear power aircraft carrier sailing through South China Sea ?

By the way, "One is Chinese and one is American" is not the answer I m looking for.
