Russia is more advanced than china in aerospace tech, but there is no way that Su-33 is more advanced than j-15. Su-33 is pure 80´s tech.

In the end, between su-33 and the J-15, the more important difference is going to be the kind of radar systems and other avionics that go in the aircraft. The airframes themselves might "look" alike but just because they look the same does not mean that they are the same internally.

The prototype China obtained from Ukraine gives hint to what the Russian obviously won't want China to learn...well, eventually China might crack the secret to carrier-borne aircrafts, but it'd take a long time if without outside help.

Clearly though, China's can get a upper hand in terms of avionics and even some adoption of composite materials - Russia's only got the budget to revamp its arsenals in the recent years. But overall China is still behind Russia, especially when comes to engines - China still can't produce good aircraft engines on par with the Russians', which in respect inferior than the western blocs' that leads the world.

Yeah, not much to defend here. At least with J-11B they had the licence production agreement in place, but with J-15 they don't even have that. Oh well, can't expect much from Shenyang. Clearly, their goal is to make functional aircraft in the fastest and easiest way possible.

If China did violated the agreement, then why did the russian do not file the complain in WTO? unless the russian feel they going to lost the case,on technicality

结构部前机身与进气道室面临着协调问题复杂、结构变化大等难题。他们结合前机身与进气道结构设计工作特点,组织清理IPT技术状态,制定相应质量 保证措施,贯穿设计各阶段,从多方面加大过程质量监控力度。电气控制室有三张线束图十分复杂,涉及到12份接线图,图纸长达六七米,设计难度很大。张美霞 等3人积极协调,认真规划,出色地完成了此三张线束图累计600余A4发图工作。在某型飞机检测设备排故中,飞行控制部共产党员靳方留发着高烧仍在加班奋 战,每晚都工作到凌晨,及时排除了故障。共产党员赵冠成是2008年入所的新人,他参与了某型飞机自动飞行控制系统的各项试验工作,虽然爱人身怀六甲急需 照顾,但他一直坚守在试验现场,分析处理相关各项试验问题,保证系统试验按节点顺利完成。

which is strange, considering the current status of china´s aircraft carrier program. There is no signal of carrier construction in shipyards, and varyag refitting is virtually stopped.

Sukhoi is worried by the perceived Chinese competition/copying of Russian aircrafts but I doubt that the Russian government will file complaints any time soon. The Russian arms market is one of Russia's most important sources of income and losing the Chinese market (after they've learned the secrets of the flankers, no less) is going to hurt the Russian aviation industry much more than a few "unlicensed" planes.

Might as well as get some experience with carrier based planes before the carriers are ready. Let's say that you are making a chair but didn't know how to build the legs. That shouldn't stop you from using the time and money to make the table top before you finally have the know hows to make the legs.

The Russian Market has already lose the Chinese military market but bilateral ties are still strong and commercial dependant on each other are still important.

Russian authority may close one eye on military areas as commercial economic benefit outweight militaries industries. Plus Putin is very pro-Chinese. He knows keeping China as close allies is important to check USA.
He decided to risk the woes of Indian by approving RD-93 engines to China and continue selling of AL-31F engines.
