This is inaccurate. Hiroshima and Nagasaki aside, the United States has a long record of attempting to coerce non-nuclear states by threatening the use of its nuclear weapons, beginning with the Soviet Union in 1947 to induce Soviet forces to withdraw from Iran, and including China in the Korean War.

In general, Tillerson and Trump both have huge mouths but limited ability. They have to talk tough because the people who elected them, mainly angry white males, want to hear the tough talk. But if Tillerson ran the "plan" by the USN, and other people familiar with military matters, they'd likely tell him that it can't be done or attempting to do so would bring a huge chance of nuclear war. He's also probably hoping to shock the Chinese and stop the island-building by having them think, "He's talking about blocking our access to our islands! We need to concentrate our resources on making those words empty; forget about building more!" Tillerson's a businessman and it's a basic business tactic ingrained into his thinking. You want a $1 million but if you tell it like it is, they might offer you $750K; at least they want to get you lower than your asking price. So you tell them you want $2 mill. When they laugh at you and tell you there's no way you're getting more than half, you accept the offer, and the other side thinks they did a number on you, cutting your asking price in half.
In any case, I am more in favor now of an increased nuclear build-up by China, not to US/Russian proportions, but certainly 2-2.5K is reasonable. Let's get those DF-ZF tests hastened, though, and build those along with DF-41. I think we shouldn't expend resources on any lesser models.

I believe China already have more than 1K nukes, perhaps not in "ready to fire" status yet .... but can be put into the status in no time

Tillerson's call to blockade China's sovereignty territory is no different than a (soon to be) Chinese Foreign Minister calling for the blockade of Guam. I have no doubt if that happens, most Americans would say China is asking for war.

Where did you get the 1k number? Most pundits I've read/heard say China only has around 200-400 hundred nukes. One American expert said something about 3k nukes hidden in thousands of km tunnels, but he's an outlier.

True when the US was the only nuclear super power back than before both the Soviet Union and than China has their own nukes program and weapons development. Today, the US or anybody with nukes for that matter won't dare use the same nuclear bravado as before.
