Huludao is expected (they are the ones responsible for SSNs and SSBNs anyway), but why Jiangnan?
Other than submarines, it doesn't seem like any other ship type will use this rudder design.
Could this possibly hinting that Jiangnan looking towards constructing SSNs and SSBNs as well?
In that case, other than the 095s, it would be really interesting because (I believe) we haven't seen any Chinese SSKs with an X-tail design before.Alternatively it could be that JN is looking to build a SSK with X tails (they already build modern SSKs of course), and that the product itself being contracted here could be applied both for a new SSK with X tails (JN) and 09V that we expect with X tails as well (Bohai).
Still this is a bit of an interesting news, and at minimum should further be indication for us that 09V should have X tails.
A confirmation that China is currently developing X-tail rudders for submarines. Images below show a procurement document from the China Ship Design & Research Center (a.k.a. 701 Institute). The document asks manufacturers to submit bids for a set of 55kN-m electro-hydraulic steering gear (with ), to be used to actuate X-shaped stern rudders. The steering gear must be able to deflect all four rubbers at the same time up to 35 degrees to either side (i.e. 70 degrees total). The steering gear must weigh ≤1350kg.

This might be related. A scale unmanned submarine with X-tail is currently undergoing validation/verification tests in a lake somewhere in southern China.

In terms of the previous posts you quoted being related to this test model, do you mean related as in "they're all X tails" or do you mean that you think the actual contracts are for the specific test model?
Because I think without knowing the size of the actual equipment is in Kalec's post, we can't really say whether it is relevant for this specific test model.
Similarly, for your previous post that you quoted, I'm not sure if the size of the actuators described would lend itself to a subscale model or not (it might, to be fair)
Additionally, for this specific test model in question, are you suggesting it is a subscale partial model related to 09V?
Because I can see how that might be, in which case the picture of it might be a partial first representation of the 09V's hull form (lacking details of course, such as the sail which might not be relevant for whatever tests they're doing or may be installed later) --- but additionally it could be a prototype for a large UUV instead.
These are all possibilities. The images simply don't give enough information to judge which of them is likely, although my gut feeling is that the scale test article is not representative of the 095/096 hull. The reason I shared it in this thread is because existing discussions on X-tail already exists here, so an update is needed just in case this is connected to the 095/096. But overall, this is meant to be a general update on China's research efforts into X-tail rudders, which has widespread applications not confined to 095/096, hence my identical updates in also the UUV and the PLAN Breaking news threads.
