The second one is correct BTW, I just wanted to highlight the fact that you're contradicting yourself.

Not a single person at SDF said the project doesn't exist. Everyone knows the project exists but Adm. Ma never talked about it.

He is expert in electromagnetic but he is not the chief engineer for submarine project
I have no doubt that China is working on shaftless propeller everybody does so why china is the exception. It is the holy grail of submarine technology. In fact some manufacturer in Europe already offer this technology though in thruster.
It is not outlandish as you think. The problem is scaling it up for Submarine propulsion

What he said was that Rear Admiral Ma did not say anything about a shaftless propeller being on the next generation nuclar submarine.

We are not saying that it is an impossibility for the next generation nuclear submarine to have a rimdrive.

We are saying that anyone who is saying that Rear Admiral Ma said or implied that the next generation nuclear sub will or may have rimdrive is wrong, because Rear Admiral Ma did not say anything about any rimdrive in his interview at all.
