So has anyone figured out what the panels just forward of the RHIB garages are for yet? HPMs? Something else? Or the panels just forward of the hangars? Asking for a friend....

I've heard only speculations (that these are electronic warfare or microwave panels), nothing definitive or firm.

This part is probably no longer true. For example, there are now 055 destroyers named after Lhasa, Zunyi, Yan'an. These are not the first choices for the average members of PLAN once they complete their services.
??? since when average sailor has a say on which ship he/she can serve, in any navy? You are assigned to a ship, not the otherway around.
The only thing you can do is ask, something like, I hope I could get somewhere close to my hometown, or I have certain skills that could be useful in someway and the recruiter may consider if the circumstance allows

I think this is more related to the "rankings" of HK, and Macao, too. The chief of these two SARs, after their tenures, have the chance to become a vice chair of the Political Consultative Conference (政协副主席). Average provincial governors do not have this kind of opportunity after their terms. I would consider HK and Macao on the same level as Beijing and Shanghai in political significance.
Just letting you know, vice chair of the Political Consultative Conference is more like a symbolic or ceremonial role, in this role you are going to have high status , some influence but absoulutely no power, and more importantly your path in Chinese political system is concluded. On the other hand, near half govenors can enter political bureau soon or later......

HK and Macao is not in the Chinese city tier list so there is no direct comparision between them and other capital cities like Beijing or Shanghai

If they are some sort of jammers they are simply ginormous. Certainly possible ofc.

I went with a whack theory of trying to figure out what sensors were on 052D that are no longer obviously present on the 055. Namely, the 517 and 366 radars. The 366 I think might no longer be necessary for even when 055s operate independently of carrier action groups, they can still receive information and FC data from platforms such as Z-18 and KJ-600.

A very possible candidate to replace the 517 is some kind of large low-frequency phased array radar that can provide long-range and anti-stealth situation awareness. So I personally think there's a very high possibility the bulging pair of arrays under the bridge wing is a pair of UHF or VHF PAR.GJXLLVjbIAAmIRv.jpeg

As for the other pair, I haven't the slightest clue... My personal whack theory is some kind of separate transmitter and receiver set up for said UHF or VHF PAR... But then again, there is no reason that under the shroud there can't be some kind of hybrid setup of a suite of sensors. It's just not that believable considering the kind of nightmare interference to each other.

I probably was not very clear. I was talking about the namesake cities, not the ships, are not where the average sailors would want to relocated to after they complete their services. Neither would it be a good idea to ask these less developed cities for the additional jobs and pensions.

Symbolic or not, 政协副主席 is 副国级. That tells the ranking of the twos SARs.

I'm more inclined towards a weapon of some sort like HPM or defensive like EW since a sensor would ideally provide 360 degree coverage whereas those panels are going to give you max 120 degrees each.
