I tend to believe they are named after provinces, not tiny speck of HK and Macau
I tend to think it isn't something we will never see, just something we haven't seen yet. There was the 133重庆舰 from the late 70's, and Chongqing is just a directly administered municipality. Because the SAR's technically are of the same hierarchical order as a province or directly administered municipality.

After all, by GDP, Hong Kong's contribution to the treasury puts it solidly in the middle of the provinces, and even tiny Macau had a higher GDP than Tibet in 2023. And if you extrapolate for GDP by square kilometer, the SARs are absolutely gems in the crown. It would be silly not to capitalize on their names by highlighting them and putting their names in the vanguard.

Also, there are lots of ships named after cities too, just a final note.

lol, similar case for Xi'an and Xianyang, historically Xianyang was part of Xi'an and became a standalone city in 1940s. Today Xianyang is a satelite city of Xi'an, Xi'an even has its airport in Xianyang.
So many people are joking that Xi'an has the most DDGs among all cities, 1x 055 (Xianyang) and 1x052C (Xi'an)

Back in the day when 133 was in service, Chongqing was part of Sichuan province, so techincally 133 was naming after a city nor a province.

Also, just an FYI, mainland China take 0$ from Hongkong SAR till today.
The warship naming in China is not just about name, it's also more about veterans affairs, the local government of the name has the responsibility pay and support veterans from their pension, to jobs, basic living, life/medical insurance and etc. So till the day SARs start to pay their tax dollars to central government and pick up all all the responsibilities that other province took, it's very hard to have warship name after an SAR.

So has anyone figured out what the panels just forward of the RHIB garages are for yet? HPMs? Something else? Or the panels just forward of the hangars? Asking for a friend....

This part is probably no longer true. For example, there are now 055 destroyers named after Lhasa, Zunyi, Yan'an. These are not the first choices for the average members of PLAN once they complete their services.

So till the day SARs start to pay their tax dollars to central government and pick up all all the responsibilities that other province took, it's very hard to have warship name after an SAR.
I think this is more related to the "rankings" of HK, and Macao, too. The chief of these two SARs, after their tenures, have the chance to become a vice chair of the Political Consultative Conference (政协副主席). Average provincial governors do not have this kind of opportunity after their terms. I would consider HK and Macao on the same level as Beijing and Shanghai in political significance.

HK and Macau belonged to the First Level administrative area 一级行政区 which is same as Provincial Level administrative region 省级行政区. At this level there are 23 provinces (incl Taiwan), 4 cities (Beijing, Tianjin, Shanghai and Chongqing), 5 autonomous regions and 2 SAR (Macau (Aomen) and Hongkong (Xianggang)).

省级行政区是中华人民共和国最高级别的行政区划单位。截至现在,中华人民共和国的省级行政区包括23个省、4个直辖市、5个自治区和2个特别行政区。

THerefore it is not impossible that one day we might see PLANS Xianggang or PLANS Aomen names on LPD/LHA.
