I thought they are like wearable seat-belt straps, that is fasten to the chair.....

The chairs looks fastened to the floor as well, all except for that one wheel you see...

EDIT: If not, it would be a deathtrap...no chance of simply jumping off your chair if it suddenly would begin rolling...

EDIT #2: I see the standing guys are wearing the strap as well, indicating as plawolf is saying that it is some kind of satchel....

Why have they all got satchels? It makes them look like school children.

What have they got in them that they need to all keep carrying the satchels even when seated at their stations? If it's something that important that the men need to have about their persons at all times, you'd think they could have designed something more suitable...

For once, I hope this is just a staged photo, and they the guys loose the schoolbags as soon as the cameras are out of there.

And are those wheely chairs?! Hands up who think that could go badly wrong?

My guess is gas mask and oxygen flask in case fire on board. Notice the large fire extinguisher

Just to set the record straight: The SHANGHAI III class (the onlyones now in service) are quite small 170-ton patrol boats, but fairly recent, since the 58 units were built in the late 90's.

You are probably thinking about the HAINAN class subchasers, of which 39 remain in service (plus 22 HAIQING, built at the same time as the SHANGHAI's).

That's correct, the navy still uses Type 65 gas mask, the bag contains one gas mask, one additional filter, and one organophosphorus compounds relief needle. Naval crew are required to carry that mask when they are on combat duty, or when the captain has sounded alarm for the entire vessel.
