I can see that total over several years but I think the PLAN will build at most 6 x 052Ds then switch to an improved design to fill out those numbers and maybe even replace the 051B and 052s in frontline duty. From a design and capability standpoint I think the 052D is a compromise to cost and deadline concerns. They can use a slightly bigger, more all-around heavily armed, and stealthier integrated mast type... hey it's the 055!

I do not think there is anything official at this point, so we all are making our best projection.
I still maintain 12 would be a good number for the three fleets in conjunction with the other vessels, and to ensure escorts for the carrier too. That way each fleet could have two active at all times, with another two available for escort duties for high value vessels...unless they split up those high value vessels like carriers and LHAs into the fleets too.
How does eight do that?

This is based on two DDG Flotillas per fleet, this would be in addition to two FFG and three Corvette Flotillas per fleet
That would mean 8 DDG, 8 FFG and 12 Corvettes total of 28 warships per fleet
A carrier task would take 3 FFG and 2 DDG leaving behind plenty for a LHD escort as the corvettes will deal with littoral issues allowing the DDG and FFG to do escort duties, add to this Type 055 cruisers maybe at least one per DDG Flotilla and you have a very modern flotillas
