You confuse 'turn on radar' with the entire suite of functionality a modern integrated electronic system on a warship has.

Also, here's another hint.. Maybe, just maybe, there are other radar systems China could use to spot enemy intelligence gathering assets! Yes, I know, China has more than one set of radars!!!!!!!!

there's no inidacation it carry laser "dazzler" or blinder to jam EO guide weapon or pilot.which is surprise since type-98 MBT already armed with this device.

And just which major surface combatants use such laser dazzlers anywhere?

When you are trying to hit a small, fast moving target like a tank, attack helicopter or fighter, a moment's loss of contact has a good chance to spoil the shot. But with a big hulking warship, a dazzler isn't likely to cause a missile to miss by enough to matter. Which is why warships have decoy launchers that disperse a large cloud that completely obstructs the ship and surrounding area.

during the flakland/Malvinas conflict RN carry laser dazzler to blind the Argentinian aircraft.I remember a picture of laser dazzler appear in IDR,size of laser dazzler look like 0.50 machine gun.

These are going to be very capable guided missile destroyers. With three in the water and the 4th building, it will be interesting to see how many are actually built. I believe 12 will be built, but time will tell.

That would be a significant build. with those 16, and with the six 052Cs, that would be 22 very decent area-coverage, multi-role, air defense destroyers.

Add to that the apparent 24 Type 054As and you have a very modern, very capable surface combatant fleet.
