I do not know how reliable the data given for 052C are (Jane's 155 x 17 x 6 m, Wiki 153 x 16.5 x 6 m), but at full load the draught of the SOVREMENNYY is 8.2 m, which would go a long way to explain the discrepancy in displacement.

They will build at some point an upgraded DDG. It may be based on the 052C hull, but sooner or later the new vessel with new capabilities will come.

But when it does come, you can be sure that it will not be based on "domestic military fans," or "citizen patriot," pressure. It will be based on the needs of the PLANnd influenced by budgetary constraints.

Dude don't pretend you know Chinese when you don't. 10000 has nothing to do with the emperor. 10000sui is just a phrase to say we hope you live to 10000 years old. It does not mean emperor.

I believe China in the future will have 9000 to 10,000 ton warships simply out of necessity. All their neighbors on the East China Sea now have 9000+ ton destroyers that is Japan, South Korea and even Taiwan. Without it China is in a disadvantage.
