Minsk 3.0 can only be effectively sold if the US or Europe threatens to enter the war directly. The US will never do so; so the question is whether the Europeans want to risk it themselves. My guess - no.
Sanctions relief mean little to Russia, since they can just be imposed again, at will. Same with any "guarantees" on Ukraine not joining NATO or the EU. Once Western "peace keeping forces" are on the ground, Russia is never getting them out of Ukraine.
Trump's pivot will not work if this is what he's offering. The original plan of recognizing all annexed territories as Russian, and creating a buffer zone in the rest of Ukraine - that could work, with the right conditions around disarmament. But this?
