2000-3000 to be built over the expected type production life cycle of say 30 years meant average annual production of 66 to 100 per year. If the expected life cycle is 40 years, the average annual rates would be 50-75 per year.
If 3,000 is the total national fleet size, assuming Z-20's airframe is rated for 10,000 flight hours (or 20 years), 3,000 / 20 = 150 per year before you get into replacement mode. That comes out to USD$3B to USD$4B of annual outlay.
