If he's talking about the box under the nose, it has a label on the side that says "Pilot Night Vision System". So, not necessarily, but probably, a FLIR system, yes. The rounded bump on top of the nose is allegedly a radar. PLA helicopters tend to have a weather radar or similar, so it's probably true!
