UPDATE: the name is apparently "Project H2600"

A newer rumor (not sure how credible) claims that this is an experimental all-electric (read: IEPS) submarine. Unlikely a boat of the 039C class.

it almost looks like a minisub, especially considering the size of its sail... but who knows. I wonder if it's meant to just be a tech demo or if it is intended to have a proper mission

Is it that small though?

Look at the crane behind it. That seems to be the same crane as the one above the Yuan in the next picture. The two submarines look similar sized.

Whatever it is, it is radically different from a Yuan.

Fuel cell still does not have the energy intensity to compete with diesel. You'll need fuel cells that can generate in the 10MWs for that which becomes bigger than the sub itself.
