From my understanding the reason why SSNs do not go for a stealthy sail is due to the fact that they can stay submerged for most of their mission including transit while SSKs remains surfaced for large parts of it's mission. A SSK-N should ideally inherent the capability for fully submerged transit like a SSN while remaining cheap like a SSKIn what way?

It is for noise reduction therefor against passive sonar. The shape also affects drag.Isn't the sail design primarily meant to be stealthy against active sonars?

You are talking about radar stealth. But the shape of sail is about acoustic stealth because the sail is a key noise generator underwater. A straight down profile is bad.
