I saw from some other poster that American workers were magically 4 times more productive than any other workers in the world including China. I think the solution is just hiring 1000 more people and like you can get all those Constellation FFGs rolling off the line in no time.

Jokes aside, tl:dr version: Politics.

Do you think you can be the President that can convince the people that USN ships should be built in Japan, Korea, or Italy? It's as simple as that.

Well depending on how the next war goes, getting ships built in Japan and Korea may not be an option for the United States.
And while the Italians can build ships, they can't do it at the same cost and quantity as the Japanese and Koreans (and Chinese of course).

Funny thing is that the non-union sites are the ones with the whole slew of quality issues, too. So they might be more "productive" if you count doing shitty work as being productive.
I did not claim otherwise. People dismiss unions way too easily. A lot of countries have no trouble operating with unions and even incorporate union members in the boardroom (Germany, Sweden, etc).

The decentralization of Boeing also led to a lot of the current issues. Having your HQ in one place and the production sites in another certainly did not help.
