You're misunderstanding how much the world has changed since the invasion. Still operating on pre-invasion assumptions.
Sanctions aren't coming off unless the Russians completely get wiped out and/or retreat entirely from Ukraine.
Ukraine joins EU + NATO after the shooting ends, no compromises.
This is how the West thinks because they see this as a mortal threat to the international order they set up and control.
Let's ignore tech sanction for a moment and concentrate on central bank sanctions. It's clearly illegal under international law (Taliban is not an internationally recognized government, Russia's government is). If the only missing part of a ceasefire agreement is the lifting of an clearly illegal sanction that's also extremely damaging to the credibility of global financial system, and EU/US refuse it. Then it's absolutely on them. They will look bad, very bad. The only justification for using such a drastic and illegal sanction is to stop a war.
