One problem Xi Yazhou pointed out today is Russian infantry's ability to fight urban combat has degraded. They've relied on TOS-1 and other heavy weapons to simply demolish building to such a degree that once RoE changes and they are not allowed to use such firepower they perform poorly in urban combat, and not just the 2nd rate units, even their best units are showing signs of this.

The real test will be how many of these sanctions by different countries other than the US and EU ones, are sustained once the dust is settled and the war is over.

I suspect a good number of them are just paying lip service to keep the anglos happy and will be quietly dropped after a while

I have seen no such evidence. Besides, it makes no sense to use TOS-1 on things like that.
It is typically used to battle mass military formations and strongholds.
It will be used on entrenched troop formations in the pocket where the main Ukrainian army is.
In cities they would likely use artillery like Msta with Krasnopol ammo. But they seem to not be using any artillery in cities.
It is more likely they will use vehicles with machineguns or autocannon to sweep the streets.
