If putin kept ukraine out of NATO, and russia remains intact, stable and still possess a nuclear deterrence broadly comparable to those of the US in 10 years, then Russia won a decisive strategic victory.
I think the fact it was a correct decision for Putin to invade Ukraine can be shown by the fact that all the trials and tribulations of the not all together brilliant invasion not withstanding, russian’s chance of achieving that decisive strategic victory had not diminished by much. So Putin’s decision to invade Ukraine was a robust fault tolerant strategic decision whose upsides outweigh the downside.
from grand strategic point of view, Russia did not put nearly as much at risk as the US would dearly wish to believe.

you can add the organization, experience, management and market access to employ enough of your population in high value added activity and utilize them efficiently in these activities
these are much harder to acquire than basic infrastructure. And seriously, high degree of central planning may be a advantage to acquiring infrastructure, it is a hinderance for acquiring these.
