Put it this way, if Putin called Xi and said he urgently needed something, say drones, tanks, whatever. And he says if didn't get them he would would be forced to withdraw. What do you think would happen to Russia?
Beyond that, how would that be seen in Taiwan, Japan, Australia even in India? These aren't private discussions, it is being done out in the open for all to see.
It doesn't just apply to Russia. Either Ukraine or Russia is welcome to make deals with China. This policy lets China help Russia if needed without violating its principle of neutrality.
First, at this point the military aid issue is moot. Russia does not need military aid and it is to the advantage of both Russia and China that China do not provide military aid.
The message should be that China has not provided military aid as the Russians have not request it. This is not provocative to Europe, but allow China to preserve the flexibility as well as demonstrate strength. Unless China deliberately provoke Europe, they respect strength. After all, they are willing to sacrifice their self interest in deference to the U.S. because America is strong.

Going back on topic, in Mariupol the remnants of Azov battalion have been given the option to have their lives spared if they surrender. Most have been eliminated and the Russians are into the last few districts. It'll free up a lot of units for the main front.
In the circumstances, a city of over 500,000, this is an impressive capture. I thought they could have held out for the duration of the war.
