The West is demanding that China stop Russia, as though it is China's obligation to do so. But by the same token, they say that only China can truly stop Russia, mostly by sanctioning Russia as the West has done. But exactly how does that benefit China, when the West, and especially the United States are highly adversarial to China, just a little way short of being hostile to China?
China should at least call their bluff and suggest that the permanent neutrality of Ukraine should be paramount among the conditions for peace.

This not correct description. In the 90s Russian financial markets were not very developed so it was better to invest in Western markets to grow the investments many times and later repatriate much larger investment back. They also took public positions to develop areas that no investor will go there at the time. It is not some third world stealing that dont know how to grow money.
