We will have the answer when they start to put mock ups of aircraft on the top deck of type 076. Right now many people just want to see type 076 to be like USS America.
Seeing the people on top of the ship compared to the total flight deck area shows how big this ship is and how much deck space there really is.A nice magazine scan, nothing more.
I was surprised by how big everything is when I visited Minsk in Shenzhen, and that was a smaller carrier.

LHA are big because they have large empty spaces inside the hull, compare with CV or CVN which have aircraft hangar as the only significant empty space.
India also fits your requirements. India can make LCA fighter jets, and also land on the moon. But ...

but as a platform I would say Type 076 LHA is above the America Class
only advantage the America class has is access to F35B VTOL, it has the luxury of a advanced air wing
Type 076 LHA can equal the playing field in someway by using the EMALS GJ-11 UCAVS
if J-35 can somehow manage to launch and land then we are talking a significant increase in capability over the America Class
I would also say judging but the size Chinese don't want to commit a Full Carrier against USN America Class
and to address that we have Type 076 LHA + EMALS to deal with the mini-Carrier threat because USN plans 10 x LHA and China can easily build 6 of these Type 076 back to back
then the full Carriers can face each other
