I agree with you for the hig-sea patrol, but not for coastal / Economic zone patrol!
by lack of such enforcement means these third world countries are once again being robbed of their natural assets.

These boats are too old, repairs and maintenance will be very expensive. They are better off buying new boats.

Think deeper Icloo ... old Chinese bouts would be given away at transport costs; without heavy weaponry and associated electronics no need for sophisticated maintenance. Old type engines = simple so any schooled mechanic at maintenace depot can do maintenance and produce spares . . . So apart from higher fuel consumption thei're cheap and the country would not be dependable upon goodwill of another nation to service its boats.
so my question remains ... why has this not been done; what happene to this sizeable fleet of coastal range ships?

Looks like the 022s have not stopped production just yet. They've just moved the production away from larger shipyard like Huangpu and JiangNan to smaller shipyard like Guangxi Guijiang Shipyard in this case (located in Wuzhou, Guangxi). This is Janes description of this shipyard

I don't know where you got that from. It probably reached seventies already if we use planeman's study on it.

From the number of 022 being built, it looked like a large part of PLAN is still focusing in coastal and brown water defences rather than deep blue functions. No many how little crew members a 022 might need, huge number of them still tapped into the manpower resources of the PLAN.

And if the PLAN are a full blue water navy like the US and many European nations, they might not need so much of these small assault boats.

(slightly OT abit here). I am wondering if these 022 can be converted into large unmanned vehicles?
