Since rules regarding political contents have changed according to World affair mods, could active super moderators amend the published rules and behaviors to reflect this new reality in a formal announcement?

It would also provide much needed clarity if mods could list and specify under which areas political discussions are allowed. This will reduce misunderstanding and set proper boundaries. With current ambiguity, IMO members are too vulnerable to moderators' own inherent biases.
At this time, this thread has its own set of rules stated in the 1st post that is being updated. The punishments given in this thread are applicable for this thread only. In general, this thread has a lot more detailed rules, but the punishments are more lenient. Don't bring habits of this thread to other parts of the forum.

MOSCOW, September 13. /TASS/. Mobilization in Russia is not on the current agenda, Russian presidential spokesman Dmitry Peskov told the media.

"At this moment - no, it is not on the agenda," Peskov said, when asked if the authorities were considering full or partial mobilization.

Earlier, the media carried reports State Duma member Mikhail Sheremet had said Russia should declare mobilization for achieving the goals of the special operation in Ukraine.

Retired General Sir Richard Barrons of the British Army figures Russian troops are being deployed to reinforce front lines to counter the Ukraine offensive. And there is talk of the winter being a prime time for bolstering Ukraine forces with Western support in logistics and improved medical capacity. This loops them back round to Spring / Summer of 2023 for another built up offensive force ready for attack. And the prospect of if Russia feels it's in existential peril of a grand strategic loss (Southern front line) they may deploy use of tactical nuclear or chemical weaponry. General Sir Richard Barrons goes onto explain that he's not worried about WMD's being used on a inter-continental exchange scale but "confined in the immediate area". Richard ends on this note "We do have to expect it and have worked out in advance how we'll deal with the threat of tactical nuclear weapons or the use of chemical weapons and surely surely that'll mean that Russia would be cast into the outer darkness of our world for a generation".

A concern on the Ukraine side now is now that their own resources are stretched thin they're worried they could be encircled.

I'm actually surprised that Russia hasn't taken out the communications infrastructure on day 1. Why would they allow all these ukrainian locals to post videos for viral and grassroots effect on

My only conclusion to this is that this is their way of saving face IF things turn out badly for them. They can say “oh it was just our b team” sorta thing.

Video of massive explosion in CHPP-5 gas fired thermal power plant near Kharkiv, Ukraine.
So now that Russia has pulled out and is targeting civilian infrastructure in Kharkiv, the Russian civilians that didn't evacuate in time is going to suffer for it? If Russia do manage to recapture the area a second time I don't believe the reception will be quite as warm.

Depends on how well the AFU treats the Russian speaking civilians. If their treatment is lacking, then Russia will recieve a good reception anyways.

Another possibility is they are denying mobilize but use their media to create sentiment for more aggressive approach or some sort of partial mobilization.

If Russia leader declare mobilization by themselves then there will be a lot of resistance among population. It's another thing if peoples demand it instead.

Of course, that sound like wishful thinking and the most possible reason is probably they are too broke to go full war.
