Of course there is. It would sink all of Kyiv, killing hundreds of thousands of civilians within minutes. I think it is still legal to take it out, though (not that that matters as international law is unenforceable), especially now that Russia is being invaded. All Russia has to do is give a warning in advance and a reasonable timeline to give the citizens of Kyiv a chance to evacuate then take it out. Energy from it is used to power Ukraine war industry. The West has also acknowledged that they would plan to attack hydroelectric facilities in Russia and Russia's allies. It would not be a crime to carry out the plans that the West themselves had preemptively, in order to stop them from enacting it first... That's just called good tactical sense.
