Is there anything actually morally wrong with hitting the Kiev dam?
Energy from it is used to power Ukraine war industry. The West has also acknowledged that they would plan to attack hydroelectric facilities in Russia and Russia's allies. It would not be a crime to carry out the plans that the West themselves had preemptively, in order to stop them from enacting it first... That's just called good tactical sense.

Of course there is. It would sink all of Kyiv, killing hundreds of thousands of civilians within minutes. I think it is still legal to take it out, though (not that that matters as international law is unenforceable), especially now that Russia is being invaded. All Russia has to do is give a warning in advance and a reasonable timeline to give the citizens of Kyiv a chance to evacuate then take it out. Anything dual use in conflict, with the exception of healthcare, food industry, and places of worship, is 100% fair game under international law.
Proportionality doesn't change whether you are invaded or not. Hitting energy infrastructure is problematic already, killing hundreds of thousands while doing so is obviously going to be a very serious war crime.
Going by civilian to military casualty rates this war would instantly go from probably the cleanest major war in the history of warfare to a moderately dirty one.

I highly doubt they're going to blow up the dam. A hydroelectric plant has many components, here's an image of the dam,

Footage of the Russian kamikaze drone "Lancet-51" striking a Ukrainian T-64BV tank. The video was filmed on August 11 in the village of Cherkasskoye Porechny, Kursk region of Russia. The video is unique in that the drone strike was filmed by the Ukrainian and Russian armies simultaneously. At first glance, the Ukrainian T-64BV tank withstood the drone strike, apparently due to the tank's net protection, but after moving forward, it stopped and a fire started inside. It is unknown whether the crew managed to leave the tank, but as a result of the fire and detonation of ammunition, the tank was completely destroyed.
