Exactly. Pretty much no one thinks Putin is being held back by 'legislation'. He can have what he wants and the parliament will rubberstamp it.
Anyway, I think this coup attempt will eventually fizzle out. Key important points to note is Prigozhin is more of a nutcase and ultranationalist than Putin, Shoigu etc. Even if one was to believe NAFO that Putin is this or that, Prigozhin is 10x worst in every way. No elites or oligarchs will switch over, no one in army has flipped. If the flips were to occur, they would've occurred by now and the key tenet of the coup is to neutralize the 'head' ASAP or alternatively, to garner massive support in the 'march'. None of that has happened. If there is any bloodshed, it will fall directly on Prigozhin and whatever sympathies he has now will die down. The longer it takes to flip, the longer Putin will reinforce his control. The 'critical' time that Prigozhin had as an advantage and surprise is coming to the close. Too many hours have elapsed now. All weak links politically would've been 'controlled' by now.
As I said earlier, Prigozhin knew he was going to be sidelined in weeks and months ahead and so he pulls this off while he still can as hail-mary.
